More hi-tech transforms into profit

Shenzhen's transformation rate of high-tech results has hit a record high of 85 percent, topping the nation for the past several years, a source from the city's science and technology bureau said.

 

Last year, 30,486 research projects came to fruition in China. Of these, 33.1 percent were wholly created within enterprises, while 88.1 percent were from professional research institutions, according to the nation's Ministry of Science and Technology.

 

Shenzhen stood out with 282 high-tech projects, with local companies taking center stage in technology innovation. They accounted for 80 percent of the city's science and technology programs, much higher than the national average.

 

"Shenzhen's transformation rate of high tech achievements is about 85 percent, that's pretty high. An increasing number of nationally acclaimed high-tech inventions emerge from Shenzhen-based companies, bringing about handsome economic returns,"  the source said. The average transformation rate in Western countries was 60 percent.

 

Huawei, a Shenzhen-based company, is known worldwide for its innovative telecommunication products. In the past three years, it spent an average of 3 billion yuan (US$360 million) on research and development and the figure was expected to grow.

 

Like Huawei, many small and medium companies had injected a huge amount of human and financial resource to set up R&D centers and key project laboratories.

 

The Shenzhen Municipal Government also plays a crucial role in making high tech one of the city's pillar industries. The source said about 2 billion yuan was injected into the field of science and technology annually, about 12 percent of the total budget in one fiscal year. The R&D expenditure was over 7 billion yuan, almost the same as Japan and South Korea.

 

Tax reduction and tax exemptions were major preferential policies attracting private and foreign high-tech projects. As long as they qualify as high-tech projects, they were eligible for the tax benefits, a simplified registering process and more financial support. Held every autumn, the China Hi-Tech Fair (CHTF) is developing into a special seasonal complex for high-tech companies and research centers. At last year's fair, 1,282 high-tech projects eventually came to fruition with a total value of US$11.2 billion.

 

While the CHTF has become the city's trademark event to enhance its national reputation, the municipal government also has other services to offer.

 

The nation's first intermediary agency for scientific outcome and appraisal was opened in Shenzhen three years ago. It handles the evaluation of more than 70 percent of the city's high-tech research results. In 2000, the Shenzhen Hi-Tech Property Rights Exchange, a platform for finance and investment, opened a new channel for venture capitalists and technology achievements. And two weeks ago, the small and medium enterprise (SME) board made its debut on the Shenzhen Stock Exchange, adding more bullish voices to private high-tech companies.
